Hurricane Pam Hurricane Pam was a hypothetical hurricane used as a worst-case disaster scenario for the city of New Orleans, Louisiana. Developed by the National Weather Service, the U.S. Army Corps of Engineers, the LSU Hurricane Center and other state and federal agencies, the mock hurricane was the focal point of a ten-day exercise held at the State Emergency Operations Center in Baton Rouge in July 2004. Hurricane Pam was a slow-moving Category 3 storm with 120 mph sustained winds, bringing with it up to 20 inches of rain to some parts of southeast Louisiana and levee-topping storm surge. The exercise concluded that more than a million people would need to be evacuated and that 600,000 buildings would be destroyed. Another Hurricane Pam exercise was slated for summer 2005 but did not take place, apparently for lack of funding. (references)
