ESA Space Debris Telescope The ESA Space Debris Telescope is located on the island of Tenerife, Spain. Its primary purpose is the observation of space debris in the geostationary ring and in geostationary transfer orbits. It is a Ritchey-Chrétien telescope with an aperture of 1 m and field of view of 0.7 degrees. Its detection threshold is between 19th and 21st magnitude, which corresponds to a capability to detect space debris objects as small as 15 cm in the geostationary ring. (references)

ESA (Endangered Species Act) Administration An act passed by Congress in 1973 intended to protect species and subspecies of plants and animals that are of "aesthetic, ecological, educational, historical, recreational and scientific value." It may also protect the listed species’ "critical habitat", the geographic area occupied by or essential to the species. The U.S. Fish and Wildlife Service (USFWS) and the National Marine Fisheries Service (NMFS) share authority to list endangered species, determine critical habitat and develop recovery plans for listed species. As of July, 1993, nationwide, some 728 plants and animals were on the federal threatened or endangered list. Further, under a settlement with environmental groups, USFWS has agreed to propose listing another 400 species over the next few years. (references)

In nonessential experimental population areas, the Section 7(a)(2) requirements of ESA only apply inside National Parks and National Wildlife Refuges. Any potential land-use restrictions necessary for species recovery in other areas must be established as part of the experimental population rule. (references)
