Federal Employees Health Benefit Plan The Federal Employee Health Benefit Plan is a system of "managed competition" though which employee benefits are provided to full-time permanent civilian employees of the United States Government. It allows insurance companies and employee associations such as labor unions to develop health, dental, and allied plans to be marketed to governmental employees. These plans are available to employees during an "open enrollment" once probationary status has been passed by a new employee, during which time the employee, if accepting enrollment, will be covered fully in any plan he or she chooses without limitations regarding "pre-existing conditions". After this, changes can be made only upon a "life-change" event such as marriage, divorce, adoption or birth of a child, or change in employment status of a spouse, or during the annual "open season", during which employees can enroll, disenroll, or change from one plan to another. Some plans, particularly the one offered by some employee unions such as the National Association of Letter Carriers and the Blue Cross Blue Shield organization are nationwide; others are regionally-available plans such as HMOs. This plan is open to members of United States Congress; in the 2004 presidential campaign, Senator John Kerry proposed opening enrollment in this plan to all Americans, which would certainly have changed it drastically. GLEAM also worked with company leaders to solidify Microsoft's support of gay rights legislation after the company abruptly pulled its support from Washington's H.B. 1515 bill that would extend the state's current anti-discrimination laws to people with alternate sexual orientations. Graduate Employees and Students Organization The Graduate Employees and Students Organization (GESO) is a group of graduate teachers and researchers which is trying to be recognized as a union at Yale University in New Haven, Connecticut. The group's precursor, T.A. Solidarity, was founded in 1987. GESO has participated in several strikes and walk-outs over its history in an attempt to gain recognition as a collective bargaining agent from the Yale University administration. In April 2003, GESO held a voluntary election under the supervision of the League of Women Voters, in which graduate students voted 694 to 651 against making GESO their collective bargaining agent. The group has since focused its efforts on unionizing students in the humanities and social sciences, who tend to support unionization more than their colleagues in the sciences. Graduate Employees Together - University of Pennsylvania Graduate Employees Together - University of Pennsylvania (GET-UP) is a group of graduate student employees at the University of Pennsylvania that is trying to become recognized as a union. The group formed in the spring of 2001, and affiliated with the American Federation of Teachers. Despite four years of organizing and a National Labor Relations Board (NLRB) sanctioned election in February of 2003 the group has yet to be recognized by the University. (references)
Hotel Employees and Restaurant Employees Union The Hotel Employees and Restaurant Employees Union (HERE), is a labor union representing workers of the hospitality industry, formed in 1891. In 2004, HERE merged with the Union of Needletrades, Industrial, and Textile Employees (UNITE) to form UNITE HERE. HERE notably organized the staff of Yale University in 1984. Major employers contracted in this union include several large casinos (Harrah's, Caesars, and Wynn Resorts); hotels (Hilton, Hyatt and Starwood), and Walt Disney World.
