California Assembly Bills 1792 & 1793 California Assembly Bills 1792 & 1793 were two bills introduced by Speaker pro Tem of the Assembly Leland Yee (D-San Francisco/Daly City). Commonly called the "ultraviolent video games bills" or simply "video game ban" bills, these two bills restricted sales of "ultraviolent" video games from minors under the age of eighteen in California. Bill 1792 banned the sales of such video games while Bill 1793 required signs explaining the regulations on said games to be placed where such were sold. Large denomination bills in U.S. currency The reverse designs featured abstract scrollwork with ornate denomination identifiers. All were printed in green, except for the $100,000. The $100,000 is an odd bill, in that it was not generally issued, and printed only as a gold certificate of Series of 1934. These gold certificates (of denominations $100, $1,000, $10,000, and $100,000) were issued after the gold standard was repealed and gold was compulsorily purchased by presidential order of Franklin Roosevelt on March 9, 1933 (see United States Executive Order 6102), and thus were only used for intra-government transactions. They are printed in orange on the back, and are illegal to own. All known pieces are in government museums. This series was discontinued in 1940. Philippine peso bills Philippine peso bills are issued by the Bangko Sentral ng Pilipinas (Central Bank of the Philippines) for circulation in the Philippines. The smallest amount of legal tender in wide circulation is twenty pesos and the largest is 1000 pesos. The front side of each bill features prominent people in the country's history while the reverse side depicts landmarks and events in history. In recent years, the 5 and 10 peso bills have been demonetized and replaced with coinage. (references)
Postal privatisation bills Japanese Prime Minister Junichiro Koizumi has proposed splitting the powerful and rich Japan Post into four separate companies: a bank, an insurance company, a post office, and a company to handle the retail storefronts on these three. This has been a central goal of his administration. In 2005, a bill to complete this reform passed the lower house of the Japanese legislature by a handful of votes, with many people from Koizumi's LDP defecting. The bill was subsequently defeated in the upper house because of scores of defection from the ruling coalition. Koizumi immediately dissolved the lower house and scheduled elections to be held on September 11, 2005. He has declared this election to be referendum on postal privatisation. Most opposition parties support postal privatisation but not Koizumi's bill. Many consider the bill deeply flawed with too long a time for full implementation and too many loopholes that might create a privatisation in name only. (references)
Real bills doctrine The real bills doctrine is best known as the decried doctrine of the old Bank Directors of 1810, that so long as a bank issues its notes only in the discount of good bills, at not more than sixty days date, it cannot go wrong in issuing as many as the public will receive from it. (Fullarton, 1845) This doctrine can be found in the writings of John Law (1705), Simon Clement (1710), Adam Smith (1776), Charles Bosanquet (1810), Thomas Tooke (1845) and many others. It was at the heart of the Bullionist debates of 1810, the Banking School/Currency School debates of the 1840's, the Greenback debates of the 1870's, etc. It was a guiding principle for the establishment of the Federal Reserve in 1913, and throughout its history it has been controversial. Since 1945, it has been regarded as thoroughly discredited (Mishkin, 2000) among mainstream economists. (references)
The Reform Bills The three Reform Acts, of 1832, 1867, and 1884, all extended voting rights to previously disfranchised citizens. The first act, which was the most controversial, reapportioned representation in Parliament in a way fairer to the cities of the industrial north, which had experienced tremendous growth, and did away with "rotten" and "pocket" boroughs like Old Sarum, which with only seven voters (all controlled by the local squire) was still sending two members to Parliament. This act not only re-apportioned representation in Parliament, thus making that body more accurately represent the citizens of the country, but also gave the power of voting to those lower in the social and economic scale, for the act extended the right to vote to any man owning a household worth £10, adding 217,000 voters to an electorate of 435,000. Approximately one man in five now had the right to vote. (references)

Bills

"Pony Express", starring Charlton Heston, was an important influence on the Bills. It was known in French as "Le Triomphe de Buffalo Bill".

The Bills were a youth subculture that thrived in Léopoldville (modern-day Kinshasa, capital of the Democratic Republic of the Congo) in the late 1950s, basing much of their image and outlook on the cowboys of American [[Western (genre)|Western movies].

Background

Bills were gangs of teenagers that dressed in cowboy outfits and went against the current political view. From 1957 to 1959, half a dozen movie theatres opened in the "African" neighborhoods in Léopoldville (the city was segregated into African and European areas). The majority of Léopoldville's population was under 20, and most of these youths were educated to only Primary level, since the colonial government reserved most of the Secondary school places for Europeans. Poor education resulted in large scale unemployment, and, with little else to do, the youths began to make the theatres their meeting points. They were particularly drawn to Western movies, and "Billism" began to incorporate many of the motifs into their lives. The portrayal of Buffalo Bill in the movies was especially appealing partly because of the similarity to hunter heroes of Congolese culture. The character of Buffalo Bill had already appeared in over 20 films by that time, but the most influential movie is thought to be 'Pony Express', where Charlton Heston played Bill.

Way of life

The Bills dressed in cowboy outfits (kerchiefs, jeans and shirts) sold in Kinshasa. The names of the 'territories' for each gang echoed those of the Western United States (Texas, Santa Fe), and the gangs themselves were usually named after their territories (such as the "Texas Bills"), but occasionally strayed outside the Western United States pantheon (such as "Godzilla"). Some commentators have suggested they provided a street-level counterpart to the more refined and overtly political anti-colonial struggle that was then being fought by some of the évolués (the middle class educated elite).


Hindoubill

The Bills developed their own argot called Hindoubill (or Hindubill). The origins of this name are obscure, but may relate to either the Hindi films occasionally shown in Kinshasa, or to the Bills conflating the Native American "Indians" of "Cowboys and Indians" with the Indians of India (a la Columbus' mistake).
